Institutionality for water management in NicaraguaThe objective of this report is to review the existing institutionality with respect to water in order to understand policy and both the national and local legal-administrative context. We hope to learn the rules for accessing the use of water and controlling it, and to note the limits of what can be done in the country and in the communities with respect to this key resource.
The study of the institutional framework for water management in Nicaragua is the start of the comparative research program: “Competition for water: understanding conflict and cooperation in local water governance,” in which five countries are collaborating: Vietnam, Zambia, Mali, Bolivia and Nicaragua.

The objective of the research program as a whole is to “contribute to local sustainable water governance in support of the rural poor and otherwise disadvantaged groups in developing countries by improving the knowledge among researchers and practitioners of the nature, extent and intensity of local water conflict and cooperation, and their political, economic and social impacts and how this may change with increased competition for water.” (www.diis.dk/water). |
